The Town of Babylon Amateur Radio Emergency Services is composed of Federal Communications Commission (FCC), licensed amateur radio operators who have voluntarily registered their qualifications and equipment for communication duty to the public when disaster strikes. Amateur radio operators been assisting since the early 1950's within the Town as part of the Town's Emergency Preparedness Plans and Civil Defense, and have been enrolled in either the ARRL's Amateur Radio Emergency Service (ARES), The Radio Amateur Civil Emergency Service (RACES), and / or The National Traffic System.
The Amateur Radio Emergency Service (ARES) is a volunteer organization which serves the public by providing Amateur Radio communication to federal, state, county, and local government agencies, as well as to non-profit organizations. The primary activity of ARES is to provide emergency communications during disasters such as fires, floods, earthquakes, and hurricanes, when other means of communications are not available or can be knocked out. One secondary activity of ARES is to provide essential communications for public events including parades, marathons and other races, walkathons, bicycle tours, and other large events where swift, reliable communications can protect and improve the safety of the general public. Another secondary activity of ARES is to provide amateur radio operators with training in emergency communications, directed net procedures and on-air discipline, formal message handling, and emergency preparedness. Separate ARES groups are organized in each county and coordinated by the American Radio Relay League (ARRL) What is the Amateur Radio Emergency Service?
The Amateur Radio Emergency Service is a program created and sponsored by a nationwide Amateur Radio organization, the American Radio Relay League (ARRL). ARES consists of three levels of organization - National, Section, and Local. National emergency coordination is under the supervision of the ARRL Communications Manager, who is responsible for advising all ARES officials regarding their problems, maintaining contact with federal government and other national officials concerned with Amateur Radio emergency communications potential, and in general with carrying out the ARRL's policies regarding emergency communications. At the Section level the elected Section Manager appoints a Section Emergency Coordinator to administrate the Section Emergency Plan and appoint District and Local Emergency Coordinators. The Local Emergency Coordinator (EC) has the responsibility to the local community to establish an Emergency Communications Network.
The Amateur Radio Emergency Service is centered on the local EC who heads up the local ARES organization and maintains A liaison with the civic officials and relief organizations in the area each community served.
